Americas Guadalajara Mexico Culture 2010 October -November In 1965, the powers that be in Guadalajara, Mexico`s second largest city, decided to inaugurate a festival promoting culture, food, music and dance of the Jalisco region (of which Guadalajara is the capital) to promote tourism to the city.
